What is GeM Portal?

The Government e-Marketplace (GeM) is India’s official, centralized online portal for public procurement, facilitating the purchase of goods and services by central/state ministries, departments, and PSUs. It is a paperless, cashless, and contactless platform designed to increase transparency, efficiency, and inclusiveness in government buying.

  • Mandatory Use: The Ministry of Finance has mandated the use of GeM for procurement by government organizations under Rule 149 of the General Financial Rules, 2017.

What is GeM Vendor Assessment?

Vendor Assessment on the GeM portal is a mandatory, 3-stage validation process that evaluates a seller’s credentials, financial stability, and manufacturing/service capabilities, primarily for OEMs (Manufacturers) to ensure they are reliable suppliers for government procurement. It validates identity, technical capability, and past performance to boost trust and speed up transactions.

Key Aspects of the GeM Portal:
  • Purpose:To verify that sellers are genuine, capable of delivering, and financially sound, reducing risks for government buyers.
  • Applicability: Mandatory for most OEMs (Original Equipment Manufacturers), though some exemptions exist. It is often required to gain "OEM" status on the platform
  • Validity: Once approved, the assessment is generally valid for 3 years.

The Rising Demand for Vendor Assessment and its Impact on the Future of GeM Sellers

Before 2026 in GeM, most categories were classified under Q3/Q4 (partially restricted or non-restricted) and still there are many. In those non restricted classifications, any reseller—whether authorized or not—can create catalogues, which were then approved or rejected either by the GeM admin team or OEM.

To hold the official status of an OEM (Original Equipment Manufacturer), an organization must successfully complete the Vendor Assessment process. Previously, organizations with only “Brand Registration” (lacking full OEM status) faced a major challenge: catalogs were often published using their brand name without their consent or verification. Without an OEM panel to control approvals, inauthentic resellers could list products under their brand name and deliver unbranded or counterfeit goods to buyers at artificially low costs. This led to severe reputational damage and loss of business for legitimate manufacturers. By doing this, those inauthentic resellers can create catalogues on the name of Brand and then deliver non-branded or ingenuine products to buyer at very low costs that led them to severe damage of reputation and loss of business.

Also, this non-restricted system led to a wave of “catalogue spamming” with unbelievably low offer prices which has created significant challenges for Buyers trying to identify authentic products and severely harmed the business of legitimate manufacturers and authorized resellers.

  • Transition to Q2 (OEM-Specific) Categories: Most non-restricted or partially restricted categories are being converted into Quadrant 2 (Q2). In Q2, only registered OEMs (those who have cleared Vendor Assessment) have total control. From their GeM profile, they manage everything: creating catalogs, setting MRPs, and authorizing their own resellers. Becoming a registered OEM is now essential to protecting a brand's well-being and market share.
  • More Market Reach: Following the transition from open categories to OEM-specific categories, resellers will actively seek out registered OEMs on GeM to partner with. This shift will allow to significantly expand the OEM’s reseller network and overall market reach.
  • Stricter Approval for Non-OEMs: GeM has become significantly stricter regarding the approval of catalogues for brands that only have "Brand Registration" without Vendor Assessment. This move specifically promotes registered OEMs and their verified partners.
  • Removal of Unbranded Listings: The GeM authority has already removed thousands of non-branded catalogues across various categories. This ongoing cleanup ensures that the marketplace consists only of registered OEMs and authorized sellers, providing a direct competitive advantage to registered OEMs and their resellers.
  • Price Range Boundings: Many categories are now restricted by a Price Range mechanism. This prevents inauthentic sellers from offering products at impossibly low prices, thereby creating a healthy environment where registsred OEMs and resellers can grow.

    Yes and No. GeM Registration is free however you have to deposit caution money which will allow Seller to create Catalogues and Sell items on Government e-Marketplace.

    Caution money provision is being introduced for bringing discipline among sellers. All Sellers on GeM would be required to deposit a fixed amount with GeM as Caution Money deposit.

    Seller Turnover less than 1 Crore ₹5,000/-
    Seller Turnover in between 1 Crore and 10 Crores ₹10,000/-
    Seller Turnover more than 10 Crores ₹25,000/-
    Vendor Assessment Fees ₹11,200 + GST

    Vendor Assessment is a process, compulsory for OEMs, to get the OEM panel on Gem to register your brand as a manufacturer in the related category with help of a Trademark certificate and website. Manufacturers on GeM would be required to get an assessment of their organization profile and the items that are enlisted for an offer on GeM.

    A manufacturer can initiate vendor assessment exemption by providing required documents in below listed category

    • Central / State PSUs.
    • OEMs holding BIS License for the particular product category
    • NSIC Registered MSEs (Check NSIC Registration Page for More Details)
    • EMs having Unique Certification Code (UCC) issued by DRDO/ OFB/ SITRA
    • Sellers recommended for exemption for specific categories and specified validity period by any CPSE, Central and State Government Departments/ Authorities.
    • Sellers who are Registered Societies/ Trusts/ other bodies, if these concerns have Government Representation.
